The State of California has enacted laws which preclude discrimination based upon sexual orientation. The Federal Civil Rights act does not recognize sexual orientation as a protected class. Cleotis runs a bank in California which is federally insured and falls under specific federal mandates. Cleotis refuses to hire gay employees and will not give gay individuals loans (don’t ask me how he knows). Who wins?
