Policy Analysis (100 pts). You have the opportunity to complete an analysis of a social
welfare policy issue of your choice. Your policy analysis paper should refer to class readings,
class lectures and discussions, and materials obtained from newspaper, magazine, television,
radio, community forums, and other popular media sources. Each paper must be 5-7 pages long,
including citations, and should be a product of your understanding, interpretation, and synthesis
of these materials. This assignment is meant to be a more informal research project that
investigates public opinion and how public opinions about specific policy issues are formed. It is
an awareness exercise for students to pay more attention to how the media and lay information
sources portray issues and how we, as individuals, interpret those messages and form opinions-
both personally and professionally. Each paper must focus on a specific policy issue, statement,
or question of your choice and present contrasting views to the chosen policy issue (e.g., who is
in support of the issue and why; who is opposed to the issue and why). The following criteria
should be followed as a guideline for what to include in your analysis.
*Define policy issue. Why is this issue/problem in need of being addressed? How many
people are or are potentially affected by this issue/problem? (15 points)
& Describe policy, proposal, or policy effort addressing this issue. What are the basic
tenets of this policy initiative? If it is a legislative bill, provide all descriptive information and
bill #, sponsor, etc. What is the history behind this action/proposal? How did it come to be?
Outline how this initiative would address your chosen policy topic? (15 points)
• Articulate argument for or in favor of chosen policy to address this issue. Who/what is
in support of this policy? Why? What are the pros of addressing this issue or supporting this
policy proposal? (15 points)
* Articulate argument against or in opposition to chosen policy to address this issue.
Who/what is against this policy? Why? What are the cons of addressing this issue or supporting
this policy proposal? (15 points)
• Articulate and explain the position statement of NASW on this issue, if applicable, or
articulate and justify what you think the professional social work stance/position on this issue
and policy proposal may be. (15 points)
[All information addressed above should be presented in a factual, objective way. I should
not be able to tell your personal position on this issue until the next section. Your position
is not a part of your grade as there is not a right or wrong position to have, necessarily, on
any chosen policy issue. However, it is important to know whether there is a conflict
between personal and professional positions and opinions, and if so, how to deal with those
• Is your personal position on this issue and policy proposal congruent with the position
of NAW? Why or why not? How will you approach any incongruencies? (10 points)
• Writing quality. Please see Writing Guidelines. Your paper should be 5-7 pages in length with
references cited appropriately. It should be typed, double-spaced, 12-point font size using Arial,
Times New Roman, or Calibri, one-inch margins, left margin justified, with page numbers.
Headings and subheadings should be used. This use of headings and subheadings will make
your paper easier for me to read and easier for you to organize your thoughts. Ideas and
information should be presented in a well-organized, clear, and concise manner. In addition, you
must check for spelling, grammar, and punctuation errors. Use the writing center if needed.
Intentional or unintentional plagiarism must be avoided to pass this course! (10 Points). Please
submit your paper in Blackboard. (This assignment will address and assess competencies 2, 3, 4,
5, 7, 8, 9).
